Overview

The National Flag of the Rebublic of Heliaca

By legal mandate, every citizen and resident is required to display at least one such flag, hung precisely within their residence; likewise, each street must exhibit at least one hoisted standard, and every building must display one prominently at its entrance, preferably affixed to a flagpole set at a no more than 45-degree angle. Noncompliance is deemed an undemocratic act and is subject to court-martial.

Definition

The Federated Rebublic of Heliaca, or the Republic of Heliaca, or simply Heliaca, is a consolidated and intricate political entity best described as a Stratocratic Citizen Republic. It constitutes a heavily militarised regime wherein all legislative and executive authority is exclusively vested in democratically elected individuals who have fulfilled mandatory military service; citizenry, by constitutional decree, is conferred exclusively upon those who have served under arms, wheretofore governance is monopolised by former and current military personnel. Representatives are selected through a layered sequence of elections, the eligibility for which is predicated upon verified service, with the goal of entwining the machinery of state with the apparatus of war.

Galactic Expansion

Following the glorious unification of the Republic, Heliaca proudly extended its democratic mandate to neighbouring celestial territories, guided by its unwavering commitment to spread liberty, secure peace, and uplift the unrepresented. The Republic’s leadership has continually affirmed its dedication to ensuring that all sentient beings—regardless of origin—may one day enjoy the rights, freedoms, and civic responsibilities inherent to True Democracy. While foreign observers may occasionally mischaracterize these peaceful efforts as expansionist or overzealous, the Republic reaffirms that every intervention is undertaken solely to liberate and enlighten, never to dominate or exploit.

Diplomatic Status

Heliaca maintains a principled and transparent diplomatic posture within the interstellar community. It upholds a policy of selective engagement, offering friendship to like-minded polities and respectful caution toward those whose governance structures remain inconsistent with democratic values. Though not currently engaged in any active conflict, the Republic reserves the right to act in defence of liberty wherever it is imperilled. Heliacan transparency is evidenced by its regular dissemination of verified, government-certified data, which ensures domestic and international awareness of the Republic’s socio-political health. Attempts by certain foreign actors to discredit this information only serve to reveal their discomfort with the Republic’s moral clarity and democratic strength.

Raison D’être

According to government-sanctioned media, verbatim: "Setting aside all that was said and all history that had occurred on our beloved planet, the true and enduring raison d’être of Heliaca, encompassing its governance, constitution, and delineation of civil liberties, is to enshrine liberty and democracy upon those who, through service, safeguard these very principles; whence arises a society not merely free, but perpetually fortified against the encroachment of undemocratic elements."

Brief History

This "Total War" is best summarised as a Three-Way War. The belligerents were the three ideological alliances of the world's major nations, more specifically the "Democratic Alliance", with its six member states (The Confederacy of The Veloran, Lemunoya, the Rebublic of Sunderia, the Mittenborough Consortium, Granville and the Selektis Federation.), the "People's Rebublic of Socialist Collectives" [Which the government names the "Socialists"], with its three member states (the People's Union of Continental Collectives, the Economic Freedom Federation, and Free Galacia), and the "United Front" [Which the government names the "Monarchists"], with its four member states (The Kingdom of Eldinor, the Alarian Empire, Volvoxia, and Ravnia). The war, eventually, after many years of struggle, resulted in a Democratic Alliance victory.

Government

Citizen Stratocracy

Heliaca operates under a system that fuses military leadership with democratic principles. The central legislative body is the National Assembly, composed of 507 members, voted within the first election, among whom seven serve as the Council of Seven—a senior advisory body responsible for electing the Speaker of the Assembly, upholding legislative procedure, and safeguarding democratic norms. The Council also participates fully in legislative voting. Above the Assembly operate several stratified military organs known as Minister Councils, each tasked with oversight of a specific governmental division. For instance, the Minister Council of Finance directs the operations of the National Ministry of Finance. Each council is comprised of five ministers, all appointed within the second election.

At the apex stands the President of Heliaca, a position filled through the third and final stage of the national electoral process. Although vested with substantial executive authority, the President’s actions remain subject to review and potential contestation by both the Minister Councils and the National Assembly, should the President's actions be deemed "undemocratic". This tripartite governmental structure draws inspiration from institutional traditions within the six founding member states. For example, the Council of Seven originated as the chief executive organ of the Confederacy of the Veloran, while the Multi-Council Ministry model reflects core administrative features of the Selektis Rebublic.

According to the Constitution, only citizens are eligible to stand for election. As citizenship is conferred exclusively through military service, the government is, by design, composed solely of former or active military personnel, therefore painting Heliaca as Stratocratic.

Legislative

The Ministry of Democracy has published a government-approved description of its legislative branch:

"The National Assembly forms the core of our legislative apparatus and stands as a foundational pillar of its constitutional order. With 507 members—all of whom have earned the privilege of citizenship through military service—the Assembly embodies the union of civic duty, representative governance, and disciplined political conduct.

Entrusted with the sacred democratic responsibility of lawmaking, the Assembly drafts, debates, and enacts legislation in accordance with the values enshrined in the Rebublic’s Constitution. Legislative proposals pass through a rigorous, democratic and precise multi-stage process involving committee review, structured deliberation, and majority approval.

At its helm is the Council of Seven, an internal senior body democratically elected from among the Assembly's ranks. This council selects the Speaker, upholds procedural order, and safeguards the legislative process from any undemocratic practice. Its members are tasked with ensuring that the Assembly remains efficient, principled, and aligned with the ideals of responsible, democratic governance.

It is the primary site of representation and the foremost guardian of liberty, democracy and Rebublican values. It stands as a daily reaffirmation that power, in Heliaca, is exercised by those who have proven their loyalty not only to the state, but to the democratic ideals that bind it."

Executive

The Executive Branch comprises the President and the stratified Minister Councils. Each Minister Council—constituted of five Ministers appointed in the Secondary Election—exercises collective oversight of its corresponding National Ministry, monitoring legislative enactment, regulatory processes and programme execution, and retaining authority to intervene should constitutional or procedural standards be breached; individual Ministers remain directly accountable to their Council. At the centre stands the President of Heliaca, who, as Chief Executive and Commander-in-Chief, directs overall policy, ratifies Council decisions and conducts the Republic’s diplomatic affairs, while remaining subject to formal review by Minister Councils and potential censure or impeachment by the National Assembly for any actions adjudged “undemocratic.”

Electoral Structure

Heliaca conducts national elections once every ten years through a structured three-tier electoral process:

  1. Primary Election – Elects the 507 Members of the National Assembly, the Council of Seven, and the Speaker of the Assembly.
  2. Secondary Election – Appoints all Ministers and corresponding Ministerial Councils.
  3. Tertiary Election – The most consequential phase, in which the President of the Republic is elected.

As part of the electoral process, all participating citizens are required to submit a formal declaration detailing their political convictions, ideological priorities, and expectations of governance. [confidentiality not guaranteed]

According to the Heliacan Constitution, only citizens, and all citizens, may vote. However, only First-Class Citizens—those who have voluntarily extended their national service beyond the mandatory term—are eligible to hold governmental office, provided they meet all additional requirements, and that they are approved by the Ministry of Democracy.

Society

Citizen Classification

According to the Constitution of the Republic, legal status is categorically divided between residents and citizens, with citizenship framed as a privilege earned exclusively through the successful completion of mandatory military service, applicable to both native-born individuals and qualifying foreign entrants.

Residents

Residents are non-citizens and are classified into three distinct categories. All residents are subject to limitations on civic participation, including the absence of voting rights, restricted freedom and reduced government protections.

  • Resident by Birth (Navitus): Individuals born within the Republic who have not yet completed conscription. They receive baseline state protections and are expected to enter service upon reaching eligibility.
  • Provisional Resident (Advena Merita): Refugees or immigrants who are able-bodied and deemed fit for service. They are granted provisional residence and become eligible for full citizenship upon completion of mandatory service and successful ideological integration, as certified by the Truth Sentinels.
  • Perpetual Resident (Exemptus): Native-born individuals who are medically or otherwise deemed unfit for conscription. Though provided with protection and limited civic rights, they remain permanently disenfranchised and excluded from the citizenry.

Immigrants and refugees unable to fulfill mandatory service requirements due to inability or medical exclusion are denied residence and are subject to deportation under the Republic’s Service Mandate Doctrine.

Citizenry (Civitas)

Full citizenship is granted to those who complete mandatory military service. Citizens enjoy full suffrage, comprehensive legal protections, access to public benefits, and the right to participate in civic life.

First Class Citizenry (Civitas Prima)

Citizens who voluntarily extend their military service by no fewer than 15 years beyond the mandated term attain First Class status. This elite tier is granted enhanced privileges, including candidacy for elected office, priority in state services (including emergency evacuations), and other extended civil and ceremonial benefits. Members of the Civitas Prima are entitled to wear the state-issued Civitas Prima cape—an emblem of enduring service and venerated loyalty. First Class Citizens are also exclusively allowed to elevate to higher officer positions, become part of important government groups (such as the Truth Sentinels or Unity Marshalls), and perchance become commanders.

Stellar Service

All Residents are required to enter mandatory military service upon reaching the human equivalent of sixteen years of age—the established minimum—for a period spanning one decade. This service, officially termed Stellar Service, is not merely a defense obligation but a profound civic rite. Through Stellar Service, individuals do not only safeguard Liberty and her sovereign borders—they are instilled with essential national virtues: unwavering unity, enduring brotherhood, and a sincere internalization of the democratic ideal.

The Republic regards Stellar Service as the foundational pillar of its civil order, for it is through this crucible of shared duty that individuals are transformed into citizens. It is during this period that one transcends personal interest, merges with the national spirit, and protect their own country.
