The uplink is your access to all the fun tools of the trade you can see here
By default as a traitor you'll start with 45 TC, and you can use that to get the tools that you'll need, there are a few other options for your uplink, you can have it come as an implant if you'd like, (though this will take TC) File:Uplinkscroll.gif
