Syndicate's reasonably sure one representative could shoot another on the council floor and they'd still hold a vote about whether to evacuate, and another to investigate whether the shooting was a valid form of speech or illegal filibuster. I heard of a guy who emigrated to a neighboring nation, bribed his way to their council seat, just to violate his restraining order against the first's mayor. And it's not like there's even enough physical seats in the Council chambers for the actual number of representatives. It's like the system was built to ''encourage'' this clique dynasty nonsense.
